Edward J. Armbruster, P.E.
President

Co-Founder

Ed brings over 25 years of experience in water rights and water resources planning and management.  He is often called to serve as an expert witness in water litigation matters such as, water rights transfers, augmentation plan operations and management, hydrology, water supply and demand, and other water resource engineering issues.  He enjoys working closely with his clients to find creative solutions to complex water resource challenges.   

 

Ed has a passion for the historical background of water law matters and enjoys relating that to present-day situations.

Jennifer L. Ashworth, P.E.
Senior Project Manager

Co-Founder

Jennifer started her career in water resource engineering in 1997.  She is passionate about water rights and enjoys sharing that excitement with her clients.  Most of her career has focused on assisting municipalities, special districts, and private water rights holders with their water resource planning and management needs.

 

In addition to having fun at work, Jennifer enjoys travelling and spending time with her family and two dogs.

Riley A. Winebarger
Project Engineer

Kelsey is a hydrology professional with a Bachelor of Science in Watershed Science from Colorado State University and over 10 years of experience. Her experience includes the development of augmentation plans, substitute water supply plans, change of water rights, appropriation of new water rights, water yield analyses, call analyses, ArcGIS mapping, and water administration accounting forms. She also assists clients with operation of their water supply systems, including coordinating diversions and releases with state water administrators and other agencies. Outside of work, she enjoys spending time in the mountains or at the lake with her family.

Riley has experience in Geographic Information Systems (GIS),  watershed modeling, aqueous geochemistry, and groundwater-surface water interactions. She received her Bachelor of Science degree in Hydrogeology from the University of Texas and a Master of Science degree in Hydrologic Science and Engineering from Colorado School of Mines. While at Mines, Riley focused her graduate studies on ecosystem perturbations to drinking water resources. Riley combines her passion for problem solving, modeling, and hydrology to create innovative solutions to water resource problems.

Amanda has a MS in Environmental Sciences and Ecology from Indiana University, Bloomington.  She has experience supporting a variety of public and private settings throughout the west.  Her experience includes GIS, project management, community outreach, and grant and technical document preparation.  Amanda combines her passion for people and the planet in her work.

Joli has over 10 years experience in office management, customer service, marketing, website design, and word processing. She graduated from Colorado State University with a Bachelor of Science in Human Development and Family Studies.
